THE PLENARY MEETINGS OF THE SECOND SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE CONCLUDED ON THURSDAY, 22 MAY
At the beginning of the morning meeting People´s Deputies congratulated Arseniy Yatseniuk, Chairman of The Verkhovna Rada of Ukraine, with his birthday.
The Bill on amendments to some legislative acts of Ukraine was brought into agenda. It was presented by V. Pynzenyk, the Minister of Finance. V. Pynzenyk emphasized, that the Bill, suggested by government, envisages removal of regulations concerning tax, customs, budget and other legislation from the Law "On State Budget of Ukraine for 2008 and on Amendments to some legal acts of Ukraine" and their transfer to special laws.
Mykola Derkach, Chairman of the Committee on Budget, was the second to report on the Bill. He informed that the Committee recommends to adopt the Bill as a basis and in its entirety. M. Derkach added that adoption of the Bill "will allow to regulate relevant legislative provisions which form the revenue side of budget and social funds in the long-term outlook, as well as individual issues of inter-budgetary relations, in other words without the necessity of their anticipation in the laws on state budget for the following years and, first of all, during forming of State budget for 2009". "It will guarantee co-ordination of the laws on State budget and the Law on "Taxation System" and Budget Code, which have not been followed in recent years. Thus, negative experience of adjustment of taxation laws simultaneously with adoption of the Law "On State Budget" will be overcome" he emphasized.
Due to the results of voting the Bill has not received enough votes to be adopted as a basis and was forwarded to the repeated first reading.
Then the People´s Deputies scrutinized a number of resolutions on election and dismissal of judges and passed relevant decisions.
Then the morning plenary meeting was closed.
At the beginning of an evening meeting People´s Deputies scrutinized the Bill on the amendments to the Law "On Customs Tariff of Ukraine". Serhiy Teriokhin, Chairman of the Committee on Taxation and Customs Policy, reported about the proposals presented during the Bill´s elaboration. Then People´s Deputies discussed amendments.
Due to the results of voting the Bill was forwarded to the repeated second reading.
Then the Chairman announced a recess in the plenary meeting due to the request of the two Factions, namely, the Party of Regions and the CPU. After the recess, Party of Regions Faction representative, People´s Deputy Olexandr Lavrynovych informed about consultations carried out. Participants of these consultations recommended the Parliament to scrutinize firstly all Bills concerning privatization issues and after that staff issues, that is to scrutinize first of all the Bill on amendments to the Law "On State Privatization Program" concerning the halt of state property objects privatization until the adoption of the Law "On State Privatization Program for 2008-2012". Afterwards government´s Bill "On State Privatization Program for 2008-2012" and staff issues.
The Chairman gave floor to Valeriy Pysarenko, the People´s Deputy, representative of BYuT Faction, who stated that the BYuT Faction demands to scrutinize firstly government´s Bill "On State Privatization Program".
In response to all proposals A. Yatseniuk recommended People´s Deputies to continue political dialogue and declared the evening meeting closed.
